Prop. 43: Should it be harder to raise local taxes for specific services?

According to CalMatters: In summary California’s Prop. 43 would require two-thirds of votes to pass any local taxes that pay for specific services, such as wildfire prevention, education and healthcare. Should California make it harder to pass local taxes designated for specific services?
